U.S. - Canada Natural Gas Dialogue -- June 2, 2025, Washington D.C.

The American Chamber of Commerce in Canada, in conjunction with the U.S. Chamber of Commerce and the Canadian Global Affairs Institute was pleased to conduct a bi-national dialogue on the current role and future vision for the Canada-U.S. bilateral natural gas relationship in light of growing demand for natural gas on both sides of the border.  Details on the program and speakers are provided below.  We look forward to organizing the 2026 Natural Gas Dialogue event in Q1 of 2026.

SPEAKERS

Keynotes

Brian Jean was sworn in as the Minister of Energy and Minerals on June 9, 2023. He previously served as the Minister of Jobs, Economy and Northern Development. Prior to his service as an elected official at the provincial level, Mr. Jean was a Member of Parliament from 2004 to 2014 where he served as the Parliamentary Secretary to 3 different Ministers of Transport, Infrastructure and Communities. He has also previously dedicated 11 years to private legal practice as partner at a large Northern Alberta law firm, primarily as a litigator, and owned several successful small businesses.

Tommy Joyce serves as the Acting Assistant Secretary for the Department of Energy's Office of International Affairs.  In this role he promotes the Administration’s global energy security and energy abundance policies in international bilateral and multilateral fora and engagements, which also includes the management of the Department’s international regional offices and cross-functional offices for Committee on Foreign Investment in the United States (CFIUS), International Market Development, and Research, Technology, and Economic Security.

Erin O'Brien is Assistant Deputy Minister, Fuels Sector, at Natural Resources Canada, where she is responsible for the mandate to drive transformation to a net-zero future that supports energy security and affordability for Canadians. She was previously the Director General, Policy, for the Major Projects Management Office at Natural Resources Canada from 2018 to 2020 where she coordinated a Deputy Head Committee responsible for the development of the Impact Assessment Act (Bill C-69) as well as the development of major resource projects, such as Trans Mountain Expansion (TMX) project.

The Current State of Canada-U.S. Gas Trade

Brad Herald is the Vice President of Communications for the Canadian Association of Petroleum Producers. Brad has 20 years’ experience with CAPP in various roles. Prior to assuming his current position, Brad was Senior Special Advisor and Vice President of Western Canada Operations. Brad also held the positions of Director and Manager of Alberta, Saskatchewan, British Columbia, and Health & Safety for the Canadian Association of Petroleum Producers.

Steve Kaminski serves the National Propane Gas Association as its President and Chief Executive Officer. With extensive experience in federal energy policy, regulatory and legal affairs, and industry leadership, Steve steers NPGA as it advances the interests of the U.S. propane industry on Capitol Hill, before U.S. regulatory bodies, within codes and standards-setting bodies, and in support of the policy work of state and regional propane associations.

Mason Hamilton is the Vice President of Economics and Research at the American Petroleum Institute (API). Mason leads API’s strategy for analysis of energy markets and policy, managing API’s energy markets and policy analysis teams, and communicates to policy makers, media, and the public on energy markets. Prior to joining API, Mason served as Special Assistant to the Secretary General of the International Energy Forum, the world’s largest organization of energy ministers. He also previously served as Senior Economic and Policy Advisor within the U.S. Department of Energy’s Office of Oil and Gas.

Autumn Trowbridge is a Principal consultant at Rystad Energy, an independent energy research and advisory firm. In her role, she oversees the execution of client engagements and delivers strategic insights and analysis to companies across the energy sector. Autumn has extensive experience in the natural gas and LNG sectors, with a strong focus on North American shale and US Gulf Coast LNG. She has led and contributed to in-depth analyses covering US Lower 48 upstream gas production, LNG trade flows, and gas midstream infrastructure.

Moderator - Tim Shaw is a Public Affairs Manager at Tourmaline Oil. Tim brings nearly two decades of consulting, strategic communications and engagement experience to his role in public affairs at Tourmaline Oil where he provides strategic input and guidance on key engagement and advocacy initiatives at provincial, federal, and municipal levels.

Future Visions of North American Natural Gas

Dan Byers is vice president for policy at the U.S. Chamber of Commerce’s Global Energy Institute with a focus on environmental and regulatory issues, Byers develops and implements strategies in support of the Institutes broader education and advocacy efforts. Before joining the Chamber, Byers was staff director of the Energy and Environment Subcommittee for the House of Representatives Committee on Science, Space, and Technology. Byers work on the subcommittee focused on revitalizing oversight of EPA, including development and execution of strategies to reform and improve the agency’s regulatory science activities.

Michael Gullo is Vice President, Policy, at the Business Council of Canada, where he leads the Council's work on energy security, natural resources and infrastructure policy. He is the secretary to the Council's CEO working group on energy security and natural resource development. He has more than 20 years of experience working in government and for a leading management consultancy specializing in corporate strategy and resource development policy. Prior to joining the Council in 2020, he led the policy and public affairs activities for a national industry association. 

Shannon Joseph is Chair of Energy for a Secure Future. In addition to her role with ESF, Ms. Joseph is a member of the board of directors of Tamarack Valley Energy, a Canadian oil and gas company operating in the Western Canadian Sedimentary Basin. She is also an Energy Forum Fellow with the Canadian Global Affairs Institute and a member of the Energy Committee of the Canadian Chamber of Commerce in Japan. Previously, Ms. Joseph served as Vice-President, Government Relations and Indigenous Affairs with the Canadian Association of Petroleum Producers (CAPP) and as the founding Director of the $75 million Municipalities for Climate Innovation Program with the Federation of Canadian Municipalities. 

Richard Meyer serves as Vice President of Energy Markets, Analysis, and Standards at the American Gas Association (AGA), representing more than 200 local energy companies that deliver natural gas throughout the United States. In this role, he advances the association’s work to highlight how natural gas utilities provide affordable, reliable, and competitive clean energy solutions to millions of homes and businesses.

Moderator - Joe Calnan is Vice President, Energy and Calgary Operations at the Canadian Global Affairs Institute and Co-Host of the Energy Security Cubed Podcast. His research focuses on the intersection between energy, economics, policy, and politics in relation to Canada's role in international energy systems.
